The INSOL International Singapore Seminar took place on Tuesday, 27 August 2024, at the Fairmont Singapore, Raffles City Convention Centre.

In collaboration with our INSOL Asia Hub and as part of the Singapore Convention Week, and with the generous support of restructuring professionals across Asia, this seminar proved to be an exceptional event. 

Under the guidance of a dedicated organising committee, we crafted an immersive technical programme that dove into regional and international hot topics.

Strengthening Insolvency Systems in Asia and the Pacific

The "Strengthening Insolvency Systems in Asia and the Pacific" event is co-organised by the Asian Development Bank, Singapore Management University, Singapore Global Restructuring Initiative, University of Chicago Law School’s Center on Law and Finance, University of Cambridge’s Centre for Corporate and Commercial Law, and INSOL International. It took place over two days on 15-16 December 2022, and was attended by regulators, judges, governmental officials, representatives of global central banks, and other international and regional institutions and leading international insolvency experts.

The event seeks to provide a platform for high level dialogue and peer to peer learning on insolvency reform in the Asia Pacific region for public policy makers, international experts, and private practitioners. It serves as a forum for countries in Asia and the Pacific to evaluate, review and strengthen their insolvency and restructuring frameworks against the backdrop of economic recovery in the post-pandemic world, with special attention to emerging economies in Asia and the Pacific.

Topics discussed at the event included: 

  • Strategies to effectively promote workouts 
  • Design of hybrid procedures and formal insolvency proceedings 
  • Adoption of simplified insolvency frameworks for micro and small enterprises 
  • Implementation of rescue financing provisions

Debt Restructuring in the Asia-Pacific

INSOL Asia Hub partnered with the Singapore International Commercial Court (SICC) a seminar on “Singapore as a Debt Restructuring Hub in the Asia-Pacific: Successes, Challenges and the Expanded Role of the SICC”. INSOL President and Fellow, Scott Atkins delivered the keynote address, and lead discussions with a panel comprising Justice Kannan Ramesh, Judge Supreme Court, Justice Christopher Sontchi, International Judge Singapore International Commercial Court; Patrick Ang, Managing Partner Rajah & Tann, Singapore, Corrine Ball, Partner and Co-Head Business Restructuring & Reorganization Practice , New York Office Jones Day and Tai-Heng Cheng, Global Co -Head International Arbitration Practice and Co-Managing Partner Singapore office , Sidley Austin , LLP


The event was held on September 22nd, 2022, at the Supreme Court, Singapore and opened by Edwin Tong SC , Minister for Culture, Community and Youth and Second Minister for Law with the announcement of new SICC Insolvency rules, positioning Singapore as a forum of choice for international restructuring and insolvency proceedings.
